Mr. Farouk Ahmed
The Authority Chief Executive, Nigerian Midstream and Downstream Petroleum Regulatory Authority
Mr. Farouk Ahmed is the Authority Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). He was appointed in 2021 following the establishment of NMDPRA under the Petroleum Industry Act (PIA) to regulate midstream and downstream petroleum operations, including technical, commercial, and logistical segments. In this role, he leads efforts to ensure regulatory stability, investor certainty, and transparent governance across the downstream and midstream sectors. Before becoming CEO, Farouk Ahmed accumulated over three decades of experience in the oil and gas industry. He began his career as a logic?board verification engineer at Apple Inc. in the United States, before returning to Nigeria to join NNPC (now NNPCL). Over the years, he has held senior leadership roles including Executive Secretary of the Petroleum Products Pricing Regulatory Authority (PPPRA), Executive Director and Managing Director of the Petroleum Products Marketing Company (PPMC), Manager of Crude Oil Export Programming and Nominations at NNPC, Managing Director of NiDAS Marine, and Special Adviser on Downstream to the GMD of NNPC. Under his leadership, NMDPRA has introduced 18 key regulations that guide refining, tariff, pricing and infrastructure for natural gas and refined products, helping to establish a more transparent and predictable regulatory framework. He has also overseen initiatives to digitize regulatory processes, attract investment, and promote supply security for domestic refineries.
